Can an inmate send mail from Durango Jail if they don't have any money in their account?

In the beginning no he will not be able to send mail. After he is there for awhile and if they deem him indigent because he has no money coming in, they will allow him to get items such as toothpaste, deodorant ,some paper, pen postage/envelopes etc. However, if he has any money coming in at all, he will be responsible for purchasing even the basics like the toothpaste, deodorant and writing materials. I'm not sure how long he will have to be there before he is deemed indigent though.
