Anyone have a loved one who smokes so much they reek of smoke, hair, clothes, skin?

I have a partner who switched to cheaper cigs, now he reeks, hair clothes and skin, hands. He will not consider cutting down or quitting so that is out of the question, I have stuck quit smoking hot lines on the fridge, totally ignored. His car reeks, and to go anywhere with him in a vehicle, he has to put the window down as he chain smokes one after another. It has got so I cannot travel with him as it is winter and he smokes so much I cannot breathe in the car. Any ideas for someone who has been smoking since a teen and is now 50, and who will not talk about even cutting down? He also hacks in the morning, always says it is a cold, even in the summer he will say it is a cold or allergies, but it is the smoking. Anyone else go through this with a partner?
