Wrecking balm tattoo removal & getting a professional tat at 16?

i have my dads name in cursive just under my collarbone he means alot to me he is suffering many conditions and diseases so yea dont get a dumb idea. i had it done by a friends uncle, but he sucked the letters dont look flowy at all they are thick and clobbered together, and im tired of ppl asking me whats that red thingy right there, which was supposed to be a heart! UGH!! i wanted to get wrecking balm from walmart and fade it untiil its barely noticeable and get it PROFESSIONALLY DONE at a PROFFESSIONAL SHOP lol so my questions are, does the wrecking balm work, and can i have a pro at a shop do my tat (im 16 years old, DO have parental consent and id!)
